A shady brick colonnade runs the lenth of the ground floor, above which is a wooden-pillared balcony. The Assembly House was built between 1755 and 1762, the finishing touches having taken several years. It is now used by the St. Catherine Parish Council.

The memorial was commissioned by the Assembly to commemorate the 1782 victory of British admiral Baron George Rodney over the French saving Jamaica from invasion.
